Stolen Card Dispute Still Not Filed After 14 Calls

My Green Dot card was stolen, and almost 400.00 was charged to my card. I notified Green Dot immediately, canceled that card, and got a new one. I also filed my dispute that day.

Well, a week and 14 phone calls later, my dispute still wasn't filed. I have faxed the dispute form in at least 10 times and even mailed it once. I still keep getting the runaround. What do I do? I live on a fixed income, and this is hurting me.
