Buyer uses multiple ID to buy with paypal then files non-receipt claim before or after item gets shipped

This guy, Darren Bradburn, uses multiple ebay ID's to purchase expensive goods, pays with paypal outside of ebay's checkout and even in this case is a verified buyer with confirmed address to a box at a UPS store in Wichita. He then filed a non-receipt claim before item was even shipped out the door; as soon as he had tracking information from seller he filed a non-receipt claim—this in and of itself is representative of the most brazen manipulation of paypal to extract free goods.
