Undelivered $900 Dell Laptop, Reversal Refused After 30 Days

I was an inexperienced auction participant at the time, and quite frankly, I do not think I will participate enough to be experienced at it. Here is my situation.

I bid on a new Dell Inspiron 8100 notebook computer with great specs: 1 gig of RAM, a P4 processor, a 40 GB hard drive and a 64 MB video card. Overall, a great machine.

I was the leading bidder at the time and was solicited by the seller, who stated that he would sell to me directly in order to expedite the transaction (there were 5 days left in the auction and he stated that he was leaving town on assignment). We agreed that I would pay $900 USD for the machine and an extra $50 for shipping and insurance costs. I requested that the item be shipped via FedEx, to arrive in no less than 2 weeks.

After the execution of the transaction, the seller said that he shipped via USPS, which would take 4-6 weeks. He also could not provide a tracking number. I decided to wait the given time frame, because what's done is done. If he wanted to save some money on shipping by doing that, then what else could I do.

After about 8 weeks of not receiving the package, I contacted Mastercard to reverse this transaction as it was fraudulent. They stated that since this transaction was executed through PayPal, I would have to deal with them to reverse it. I subsequently contacted PayPal. They said that the transaction was more than 30 days old, so their policy is not to reverse after that time (I still do not understand how they could hide behind such a policy). What a rip!

I have been filing fraud complaints and I managed to get the seller suspended, but so what? He will just sign on under a different user name and continue this behavior. I cannot even leave negative feedback so that others do not fall victim. This must stop! NOW!

Our economy must have an element of trust and responsibility for us to prosper, and it is events like these that cost society and the economy a lot. eBay and PayPal, I say that your organizations have created a breeding ground for fraudulent behavior, and I believe that you must act responsibly to restore confidence, to punish fraudulent acts and to fully compensate parties that were harmed.
