Purchased a defective PC and can't get it fixed!

We purchased A Dell computer in November. Final costs over $800.00. Since we have had the computer we cannot run any new programs on it. We cannot even play a CD or watch a DVD on our computer. We place a disk in one of the two drives and nothing happens. A small circle appears on the screen and can rotate for hours, like it's thinking. My wife has spent endless hours on the phone with a different technician on at least 4 occasions. I tried it once but ended up yelling and screaming. Each technician runs through the same tests (right out of the book) and each comes to a different conclusion. We have had to reinstall our system 3 times, the last time just 2 days ago. Each time the problem still exists. It seems obvious to me that there is a problem with the PC that cannot be fixed over the phone. This is terrible, terrible, terrible customer service. I will never buy a Dell again.
