Paypal, felixofpeace, and ebay ripoff nebraska

Purchased a tomtom navigation device on ebay from felixofpeace@yahoo.com. I paid for the unit through paypal. Paypal recommends to resolve issues with seller. The seller would not return emails. I went to Paypal and tried to file dispute on their website and couldn't get it to work.

I contacted Paypal by phone and spoke to one of their representatives and told them problem with Paypal site and she said she would note everything on my account. I heard nothing from neither seller or Paypal.

I contacted Paypal on what was going on and they said they did reference my phone call and would reopen the claim. I received email and they said they were uable to get my money back... I asked about the Paypal guarantee and they said they didn't cover my type of situation. I sense by looking at other Paypal stories that they DO NOT guarantee what they say.
