Gary Ching ripoff Took money and never shipped items. Made a fake fedex label and will not respond to e-mails

I ordered $159.70 in merchandise from this company via paypal and he sent a conformation e-mail back stating that the items had been shipped on febuary 9th of 2006 and gave me a fedex tracking number. I tracked the pacage to see when it would be delivered and it said the 16th on the 17th when the pacage still had not arrived I contacted fedex and they told me that gary ching had produced a shipping label but had Never shipped anything! I have sent Numerous E-mails to him but with no answer.
