Data roaming charges when phone was off

Turned off my Samsung android phone when we left for Grand Cayman. Turned it back on 6 days later. My bill shows $218.00 for data roaming. Per rep at T-Mobile I was to turn off Google otherwise it was roaming on it's own. T-Mobile REFUSES to remove the charges and I have been a customer for over 8 years!
