Took my money and NEVER answered my question nor gave a PROMISED refund

Sent question to just answer on October 25th of 2008!! And paid $9 through Paypal - Never got an answer OR a refund even though I was assured I would AND received an e mail saying they did but never actually received the refund. After all this time they say I am waiting for an answer! I copied the following (which is my question)
