Charged 21 Pounds With No Answer and Only 0.83 Refund Offered

They promised to offer an expert answer to my technical question about my car. I agreed to pay £21 (GBP) which they said I would only have to pay if I was satisfied with the answer and they would refund if I wasn't satisfied. They immediately (without answering) took the money out of my account. I applied for a refund and was only offered £0.83 (GBP). No explanation.
