The owner, Carl J. Sabb, of Carl J. Sabb Enterprises and his nephew, Wesley Sabb, were hired in July to perform an electrical system upgrade from 60 amp fuses to 200 amp service as well as basement wall parging, relocation of a washer and dryer to the basement, and drywall repair in two bedrooms.

Carl Sabb performed a walk-through for a fee and stated the fee would be included in the contract if his services were accepted. He was never on time. He had to be constantly contacted to get him to the job. The electrical job was never completed. He would drop his nephew off to do work. The most Mr. Sabb (and I write "Mr." loosely) would spend on a job would be about 15 min. He would always have an excuse for running off. He was contracted for $2250. He required a 25% deposit upfront which was to cover materials. His nephew parged part of the basement wall, put down some cement on the side of the house where ground rods were inserted, installed grounds on outlets on the lower floor. He blew out the den and couldn't solve the problem. Carl Sabb showed, but left the den blown out. He purchased a 200-amp service box, rods, cement, electrical sockets and plates (first floor only). He provided no receipts and the job drug on 30 days late into late August.

Not knowing that this fella couldn't be trusted, I gave him $1750. He never returned to solve the blowout in the den, the electrical system never got updated, and never finished work agreed upon in the contract. I had to hire another electrician to perform the upgrade. I researched former and current addresses, filed complaints with the NJ and PA consumer agencies. The NJ agency was adamant about catching him and found an old license which he was trying to renew, but the representative remarked that he couldn't move on my complaint because Carl Sabb resided in PA. The PA Consumer Protection Agency was a joke. They looked at my complaint which contained quite a bit of information including a photo and just passed me onto to the Small Claims Court after letting the correspondence site for about a month. The office claimed to in some cases reimburse consumers, but they did absolutely nothing! Hard, but valuable lesson. Words of advice—check licensing, insurance and don't trust contracts from former customers unless you interview them first. Ripped off and still pissed off.
