We hired carl phelps to do plumbing repairs & paint our bathroom. We paid him & he walked off the job. Refuses to give us any receipts or finish the work he was paid for. He gets construction jobs all over the lehigh valley in pa. His family works with him. Carl phelps is suppose to be completely disabled. He collects social security.
