Returns-Cusomer Rights

I find it astonishing that you can purchase most anything at Best Buy without an ID however when you need to return ID is required even WITH a cash receipt, gift receipt or other proofs of purchase. SO we can purchase gifts for our children and they cant return or even exchange without an ID. Come on what happened to our rights to return if we are not satisfied.
