Stop leaving items

I called UPS last year some time and asked them NOT to leave packages on my back porch and ESPECIALLY NOT my front porch. I'm in an area where my items can be stolen and I've been lucky enough to get back home before they have been. The United Parcel worker informed me that he HAS TO LEAVE THE PACKAGES because UPS is behind due to the Chicago blizzard. I don't buy this because today, the UPS Rep left one large box with a Convection oven and smaller box. He rang the bell and I had to beat on the door because the boxes blocked the door and they would have fallen to the sidewalk. I DESERVE BETTER SERVICE THAN THIS and I should be able to get it. I believe that UPS would deliver the package at least two more times before it is mailed back to the sender. Please help me get better service. Thank You
