Tires Bounce Badly and Return Refused Without Road Hazard

Purchased worthless tires from Wal-Mart and took them back to have them balanced because they bounced so bad you couldn't stay in the car and was told that there was nothing wrong with them. I tried too return them as defective tires when they were purchased which I did within one week.

They told me I could not do this as I had not bought road hazard. But they would replace one tire so I'm still bouncing my way around town, so much for a Wal-Mart satisfaction guarantee.
