Car loan balance still $19,679 after twelve payments

A year ago I applied for a car loan online. I was approved and received a check for $2200. I bought a car for the whole amount. My monthly payment is $492, but I have been paying $500 a month. I have made 12 payments, which amount to $6000, and I still owe $19,679.42. I owe more than the car's worth.
