Demanded full payment of 1400.00 gave 5 week delivery, over a year no bumper no excuse

After ordering a rear bumper for my truck on 3-14-08 which required full payment up front of $1400.00 and told delivery would be in 5 weeks, have been given the runaround as to why delivery hasnt been made. When asked to have a complete refund was asked to fill out a form which wanted to keep 30% for cancellation, which I dont want to cancel, as they just cannot deliver me the bumper I have paid for...
