Rusted Rear Bumpe

I purchased a Brand New 2007 Dodge Ram truck from Falveys Motors Inc.in Norwich, CT 06360. About a year after purchase I noticed rust on the rear bumper. I told the dealer about the problem and he responded that it was because of the mud and water that accumulated on the bumper! Now the whole bumper is rusting out. What can be done about this problem?
