Fees and gratuity begging

Besides all the additional costs Allegiant atmosphere attempts to cost (slide in without you studying the fine-print) the workers who examine you in state they do not receive money at-all and focus on gratuity only. We did not have any checked bags but we offered him cash anyhow after which believed duhhhh why might Allegiant not spend their workers? I wonder when they actually declare this as revenue???
