This guy is a thief, he sold me a used car tell me he had the title of the car which he never had

I bought a BMW M3 from this guy on October 6. The car was used. I won the car in ebay, before winning the car I sent him a letter asking him if he had the title, he reponded it YES I HAVE IT. I went to pick up the car to his place on October 8th and after looking at the car, I agreed on paying him, I asked for the TITLE and he as a perfect lier told me that the TITLE was at his bank and that banks were closed that day. I explained to him that I needed the TITLE beacuse the car was going overseas for my brother. You can't export a car without a TITLE. He told me he would FEDEX it on the following day. I spoke with him about two days later and told me that he didn't know that he didn't have the title. (How can he say something like that after telling me two days before that the title was at his bank). Since that time I've been calling him every day and he doesn't answer the phone anymore. I've tried to speak with his wife (Bernadette Kirk) and she won't answer my phone calls. I just want the title of the car or my money back.
