Ripoff Sold me car that they didn't have title to gave runaround about registration

My husband bought a car from New Deal Used Cars on September 2. He put the whole amount on his credit card.

They informed him that the car was from out of state and would need to be emissioned before it could get registered and that this was his responsibility. My husband went the following Friday to the emission test and faxed the information to the dealer.

The temp plate given to the car expired on October 16. On October 2 we called to make sure everything was correct and that the registration was on its way. The receptionist would only take our name, number and type of car. We were told someone would call back by end of day after they looked into it. No one ever called. We called again a week later and was given the same speech about a call back. We refused to hang up until someone spoke to us. Someone claiming to be the title manager came on the line and tried to say they didn't the emissions information. We refaxed it to them with a confirmation that they recieved it.

On the 16th we still didn't have a title or plate for the car. We called three times before finally the title manager answered. We were then told that they had run into a problem because the person they got the car from didn't sign the title and it had to be mailed back to them for a signature. We were told this would only take a few days and then they would send it to DMV.

It is now November 1st and we still don't have the title or license plate. All they keep saying now is that they are going to overnight it to us.

They sold us a car they didn't have a title to. Does this mean that they didn't own the car. So now they have our $8000 and here we are 2 months later without a title or plate.
