Charged for overseas delivery of tickets and then didn't send them

I bought airline tickets from travelocity to travel within the people, but I bought the seats from away from nation. Travelocity stated that it'd cost me around. $50.00 for shipping of the seats—I approved the cost. 24 hours later Travelocity advised me by email they couldn't provide the seats towards the tackle that I required and alternatively delivered them to my location! A relative acquired the seats and delivered them in my experience. BUT, I've today got a $54.95 bill on my bank card from travelocity for shipping the seats.
