Ripoff Fraudulent Billing charged for part thay didn't replace!

My car was in shop December. Needless to say it took at least 20 days for me to get my car back after my accident. I also asked that they do the inspection as well. On December 27th, I went in to Massey Auto Body Shop to get my car and asked for a detail list of all the repairs that was done. I also had to pay $120 for a FAILED inspection. However they never gave me a report on what actually failed.
On January 20 I took my car to another place to get inspected. They told me I needed to get a Right Inner Tie Rod in order to past inspection. After looking at my detailed list from Massey, The Right Inner Tie Rod was to be replaced. I paid for the part and the labor of this item that was never done. Also, if Massey inspected this car, wouldn't they have noticed the right inner tie rod? Hmm... Did they even do a COMPLETE inspection?
