Failed inspection on my pic-up, and wanted to charge on ball joint repair, and allit needed was greased and chaged me for the inspection even though they did'nt pass it. They also failed the inspection

I brought in my pick-up for an inspection and they failed the inspection and they still charged me the fees even though there was nothing wrong with it. I brought it to another shop and it passed. They said the brakes lines were rusted, and this is why they failled, they work fine and the lines don't leak. They did'nt take it out on the road to try it out. I was charged 35.00. They also had to do an obd test on it and did't do one.
