Capitol One Auto Financing Ripoff paid off car, can't get tittle 4 months now

I paid off my Jeep in November.
I am currently in Japan for the US AirForce, and can't call them every day. I have called about 7 or 8 times, and each time I get a different excuse as to why they have not sent my brother my tittle. I am sending it to him as it is easier to have it there than sent here in Japan.

2 weeks ago, they told me that it would be sent in two days. Last week my brother was told it would take 8 more weeks.

They were sent a direct payment from my bank. They first said it would take 21 days to clear. That was in December. Then they said they sent it to an old address, when they had an updated address all along. That was in late December. The calls since then have been the same.
