Payoff far above car price and harassment of my family

I bought a car in 2004. My car was only $12,400. When we called to get a payoff, it was in the $16,000s. How could this be? I put $5,000 down. They have lost several payments, or I have made automatic payments and they call saying I hadn't made my payments.
They harass my family. They have already cost me one job by calling, harassing and being rude, and they have threatened to repo my car several times, keeping me stressed to the max.
I've been in the hospital and scared to death about whether my car will be there or not. I wish someone could help me with this. I'm a recent widow and single parent; my car is my livelihood. How can companies do this legally?
