No $ EVER loaded/Waiting since JULY!

I got BURNED at the BLOOD BANK! I was flat broke this past July so I sold my blood. I am fighting for custody of my Granddaughter & lawyer's are expensive. Her in Medford, Oregon CSL Plasma has partnered with Citybank / Citigroup as their method of paying desperate people like me. CSL Plasma deposited $40.00 on 7/29, $50.00 on 8/2 and $40.00 on 11/14 but I have never been able to use the card. They keep blaming it on CSL but I know they are just giving me the runaround. Every time CSL says the will do something; provide me with written verifacation, call me, or follow up, they have done exactly as promised. When I call Citi I get a different story every time, and it's never their fault. First, I had to give them 7 days for the money to post onto the card. It didn't so a month later they came up with something else CSL hadn't done correctly & now it would take at least 6 weeks to re-issue another card. I waited over 2 months, no new card. I called CSL, they called me back & said I would have a new card in a few days, I DID! But still no money on it. They have said that the money would be on the card in 48 hours every 48 hous since Nov 7th! Yesterday, a supervisor in Corporate Support said it was CSLplasma's fault & I would have to deal with them, there was absolutely nothing he could do. My Granddaughter's Permanency hearing is Dec 6th & if i can't pay a lawyer my chances of getting her out of foster care isn't as good as it should be, she means too much to chance it. How does this company get away with it. I can't believe their profits are so low that they resort to ripping off Grandma.
