Charged 3,5 Euro After Closing Account, No Refund Given

In order to proceed with a listing on our eBay account, eBay obliged us to open an account at paypal.com and get card verification. When we opened an account at PayPal, PayPal informed us that they could not get verification for our card and that they had not charged us any amount, which they would have refunded had they been able to charge it after the verification.

So we informed PayPal that since they could not get verification and had not charged us anything, we were closing our accounts at PayPal.

But after we closed our accounts, we saw on our bank report that after the closing, PayPal charged us the amount of 3,5 euro without our permission and without informing us.

When we contacted them, they admitted that we were right and that it was their mistake, but they never refunded the amount to our card. They stopped communication with us and never replied to our emails.
