Unauthorized $10 Payment Taken From Debit Card

PayPal deducted $10.00 from my Visa debit card and sent it to a person named Angelica Vargas at an email address, but I did not authorize this. I checked the address and it does not exist, and the PayPal transaction ID # does not exist in their records, but it is stated on my PayPal printout of my account. I put in a fraud complaint, and PayPal said that the recipient of the payment is verified by PayPal. If they were verified, then how come it is a false transaction and email?

I think PayPal is running some kind of backdoor fraud on its customers and stealing money from accounts. This has happened before, when PayPal said they returned a payment of $70 to eBay when they did not return anything but kept the money in their own account under my name. eBay then said that it did not return the $70 for the cancelled charge, and said I owed the money to PayPal when I did not receive the money.

I now want to file a fraud report with whoever is overseeing PayPal and eBay, since they are now merged as the same owners. They are stealing customers' money and getting away with it.
