Secured card application rejected and deposit refund never came

Very bad service. I submitted my application for a secured credit card in July. I never received any letter from them in this regard, no acceptance or rejection. Later on, I decided to call them. After a lot of verification and calling them 2-3 times (as they could not find me in their system), I was told that my card had been rejected. I also have a bank account at Citibank in the same branch, and I had been to the branch to apply for the card.

I said OK, that's fine. I need my money back. After that the drama began. I stay in downtown Silver Spring, MD. Come on, it's not inaccessible. I never received the check. I kept on getting all the promotional emails from Citibank, but the check never turned up in my mail. I called them 5-6 times. Each time they said the same. In fact, I got a letter saying my money would be surrendered to the state fund, whatever that means.

Later, they stopped finding my name in the system. I was told to go to the branch. Thankfully, I had my application paper with me, or they would have said I never applied. At the bank, another drama unfolded. The manager took all the papers, said sorry, and after a week asked me how I wanted my money. Keep in mind the Citibank credit card department had refused to wire the money directly into my account before and now. I asked for the check to be sent to the bank.

I waited a month and had no response. The manager didn't call back. I called her back after multiple calls over several days. I caught hold of her. She said she never received a check, and guess what, she wanted me to send her all the documents again. The documents that I had faxed to her. Isn't the bank supposed to keep a record of all cases? I am a physician and a recent immigrant to this country. Are documents and records only for medicine?

It's a very sad state of affairs, friends. I would not recommend Citibank or Citibank credit cards to anyone. If it can happen in the capital city of the USA, it can happen anywhere. Please, friends, let me know how I can take legal action against Citibank.
