Theft by debit twice

I made a $1,900 deposit at an ATM in Norwich, CT.
It consisted of:
3 x $10
4 x $20
18 x $100
... As listed on the deposit slip.
The bank credited me twice.
To "correct" their error, they debited me twice.
Therefore, they stole my deposit of $1,900 and they have not "fixed" it and apparently do not intend to do so because my complaints remain unanswered.
