30% Off Credit Card Promotion Ends in Incomplete Application

Home Depot has a promotion for customers to sign up for its Home Depot credit card.
The "bait" is: Get our credit card today and you will receive 30% off on your purchase.
The "switch" is: after getting some basic financial information, the clerk regretfully says, "I'm sorry, we can't complete your credit application today. You will receive a letter requesting additional information."
This accomplishes two things. First, they do not have to give the 30% discount, and second, Home Depot now has information to contact the customer about their credit card. After all, who wants to have a declined credit card application?
In my opinion, this practice is dishonest and should be investigated by governmental fraud control agencies.
