Is illegally ruining my credit

Yesterday, I attempted to get a new cell phone from Consumer Cellular. It was denied due to a negative credit report from Equifax. So I checked my credit report at Equifax. The only negative thing on my record was from a CITIBANK account I closed more than 6 years ago. I had the CITIBANK account through PAYPAL for less than 4 months. I had charged to the card only once, an item for $59. I paid the balance in full and on time and closed the account as I found CITIBANK unsatisfactory. But CITIBANK has been reviewing my credit monthly ever since.
Though I owe them nothing, don't have an account with them and haven't applied for one. I am sure what they are doing is illegal and certainly unethical. CITIBANK has also been sending me credit applications about once a week for these past 6 years. I promptly tear them up and put the remanents in the trash. I would never have an account with CITIBANK or any of their affiliates. CITIBANK is apparently the biggest ripoff in the banking and credit card industries. I have filed a dispute with Equifax. I add Equifax also has me with an employer in Dallas Texas some 27 years ago. I live in Oregon and have been retired for the past 22 years.
