Paypal.com PayPal limited my account, refuses to give reason, stole my money

I opened an eBay seller's account in December. I opened a PayPal account at that same time as well. I was informed that PayPal would hold my funds received for payments for up to 21 until I became an 'established' seller, which I was fine with. I sell toys, with 90% of my items being in the $10-$15 range. I made around $400 for the month of January. I shipped all of my sold items out within 2 business days and currently have 100% positive feedback on eBay with 5 star seller's score.

In February I received an email from PayPal that my account has been 'limited' and they proceed to inform me that they need an entire checklist of information to lift the limit on my account including bank account info (which they already have on file), Social Security Number, etc. I emailed PayPal to find out WHY they did this and they sent me a snarky email stating that I would have to give them a court order to obtain that information.

PayPal is not a bank and I will not give them my personal information, so I told them to close my account and mail me a check for the $75 that they are holding hostage in my account. This $75 is for eBay items that I sold and have already shipped out so it will be a total loss on my part if I do not get my money back from PayPal.

After demanding my money, they have started ignoring my emails.

I have filed a report with the BBB, where I discovered PayPal has had over 6000 complaints in the last 36 months.

I have closed all of my auctions / listings on eBay and will be moving all of my inventory to another venue. I will not give up until I get my money from PayPal, they are committing theft by keeping my money. From what I have read about this company, this is not uncommon and they seem to have developed themselves a bad reputation for these types of practices.

EBay has lost an honest, good seller due to this, and I will never deal with PayPal again, ever.
This company needs to be investigated.
