Seller Funds Held 21 Days on eBay Electric Lights Sale

I am an eBay seller using PayPal for payment. My eBay account is over one year old, with zero complaints and no issues. I have a 100% approval rating. I was selling electric lights, which were shipped on time.
PayPal informed me that my funds would be held for 21 days. They gave several possible reasons, none of which is valid or true.
I have written to both PayPal and eBay.
Basically, this is a scam. The buyer has paid, and the money is in the PayPal account, but they invent a reason not to release it so they get free float on the money.
I am also contacting the California and Arizona state attorneys general.
