Excessive Check cashing fee for non account holders

Bank of America has the gall to charge non account holders a $6.00 fee to cash a check drawn on Bank of America. Is this how they recover the TARP Money, which by the way was out of my pocket too? This would be on the lines of double dipping by a bunch of desperate, greedy, fee hungry scoundrels. I hope they put my $6.00 dollars to good use and repay the consumers they already have ripped off.
