Second Mortgage Charged Off While Trial Modification Was Pending

My father has given me authorization to handle this account since he cannot speak fluent English.
First let me say I am very, very disappointed in the way Citi Mortgage has handled my father's account. My father has paid on time for the last several years, and he has even paid more than his designated amount as he was trying to reduce his principal balance.
He then lost his job after 30 years of employment and has been financially challenged due to his present situation. He always worked hard and paid for what he wanted, and this has taken a great toll on him at this time. He is very distraught!
I originally started this modification request for my father in June/09. I inquired whether both mortgages, the first and the second with CitiMortgage, could be considered for a loan modification. The rep told me that this could not be done, only for me to find out later that both mortgages should have been considered at the same time, so the ratio would be around 45%, not the traditional 31%.
My father paid the "trial" payments as agreed. While he was making the agreed-upon trial payment on the first mortgage, around December/09, I followed up through the online CitiMortgage home page and saw that the modification had been approved and that my father should receive his modification papers in 5 business days. 15 days went by, so I called CitiMortgage to inquire about the modification. A rep assured me that the loan modification was declined, even though the home page under my father's loan account info clearly stated: "12/24/09 Your mortgage assistance request has been approved. Expect you mortgage solution package within the next 5 business days." Now I am no Einstein, but I do speak and understand English, and to me that sounds like: IT IS APPROVED!!!
Since the CitiMortgage rep was kind enough to clarify to me that it had been declined, I asked this young lady what other options there were for my father. She advised me that the only option was to speak to collections and to pay the total past due amount. The estimated payment was 3,200.00 a month.
About a week later I received another letter from CitiMortgage advising me not to lose the opportunity to modify my loan through MHA (Making Home Affordable program). I called them once again. Another rep went through the numbers with me, and he realized that CitiMortgage had entered my father's home loan principal balance incorrectly into their system, which caused my father's modification to be declined. The rep then asked me why we didn't at least accept their in-house forbearance plan. I said, WHAT forbearance plan? My father was never offered such a plan. He assured me this would be resolved and fixed in a timely manner if I would simply refax my father's paystubs, since the last time they received pay stubs had been more than 3 months earlier.
I faxed them the very next day, and to my great surprise, 2 DAYS later I received a letter stating CitiMortgage had had the audacity to "charge off" the "second" mortgage, even after I was told they would "wait" until a decision was made on the first mortgage. And they sold my father's home.
I also understand this is not the first time a second mortgage has been charged off while the customer was told to wait on the outcome of his first mortgage. It appears this is a continuous habit or practice that CitiMortgage does and feels they can get away with because borrowers do not take the time to write a letter such as this.
It appears to my father and me that CitiMortgage wants to gain possession of the property for its own financial gain.
I now know this type of action is not legal, and I intend to contact any and all media personnel that will listen to my dilemma. Nationwide.
My father has worked hard to keep this property, and for CitiMortgage to blatantly lie and mislead us is beyond question the worst thing they could have done!
I am requesting an immediate response. I will also be contacting and providing this letter to all entities involved with this program to let them know how we have been treated, which is totally unfair.
