Refinace fee scam

Citimortgage is working some form of fraud for refinance rates. My partner and that I named to obtain details about replacing our house in a lower rate of interest. The mortgage specialist began providing people prices and numbers within the telephone, he informed us the only real outofpocket cost was $15 to get a creditcheck and an evaluation wasn't needed. I expected him to send or email me the estimate he was providing us, he explained NO he couldn't do this, it'd to be achieved within the telephone. I had been touring and missing telephone support and needed to call-back a few nights later. I had been informed the only path to continue was to pay for $250 program fee upfront, that we did along with a week later I ultimately obtained the great faith estimation and associated paperwork. Using the extra costs Citimortgage was dealing with, the brand new mortgage could be for a lot more than that which was initially funded 4 years earlier. I mentioned I had been not informed this within the telephone and that I needed my $250 app charge back to be mislead. Citimortgage advised me which was non refundable. I inquired exactly what the $250 was for, they stated $15 for credit application and $235 for an evaluation which was not completed.in my opinion for cash for providers not made, that's a fraud along with a fraud!
