Giving me the run around as well as denied loan mdication

My journey started in March and continues as of today. I have requested a loan modifcation and SPS has denied (in house) my request. It is now being sent for the "government" one and they told me is was going to be denied from there as well. They have stated that I don't make enough money for the modification! Are you kidding me? That is the reason for the modifcation... Hello! I have called them on many occasions. Literally once every two weeks and I get "new" information each time. Each time I call, I get a rude customer service rep which is very upsetting given the stress I am currently under. They last one told me to get another job to increase my income. I thought geez. Why didnt I think of that! Again, are you kidding me? I have applied for higher paying position... When they are availble, however, it appears to me that employers are reviewing my credit report which at this point is NOT a pretty sight. They are not hiring me due to creditworthness? I have only had two jobs in the past 26 years... I am an awesome employee, giving 110%-but unfortunately due to credit, they will pass me over. It a huge "catch 22". Starting with the first trust mortgage company SPS. I have a interest only... ARM??? So needless to say more, I am getting nowhere on paying prinicipal and struggling to make the monthly payments. Does anyone actually know what the guidelines for qualifying for the modication are?
