NSf ripp off

Actually my complaint is more of a question kinda. My husband had an account in which went negative the bank then turned around and took down to the last penny we had in our joint account and applied it to the negative account in which my name is not even on... Can they really take money out of my account to apply it to an account my name is not even on. I have two kids and can not even afford diapers now. My name was not on the account that went negative, how can they take my money for this.
