Rewards failed to apply payment, tacked on late fee, reported to Credit Bureau

On April 23, I made a valid payment, debited properly from my checking account, to Chase via Chase Bill Pay for my Circuit City Rewards Credit card, serviced by Chase. I checked back on 5/1, saw my payment debited from my checking account, figured all was good.
When I received my May Bill on 5/9, I saw the payment was not credited, a $35 late fee was applied, plus $1 finance charge. I called, faxed, sent letter with copy from checking account, printout from web page showing payment made, and the dispute closed several months later 'in the Bank's favor'. I repeated my complaint, over and over for the following 8 months, receiving dunning letters for late fees on late fees, interest piling up, had my personal bank, where my checking account is, send them letters and faxes, to no avail. They kept 'finding in the bank's favor'.

I prepared a complete package of all the related printouts, statements, letters, and sent them off to my attorney general, the consumer protection agency in my state, and have given Circuit City more than ample time to correct their mistake.

Yesterday, I went to refinance my home equity loan only to be denied the best rates due to the reports from Circuit City on my credit report. I had, prior to Circuit City and their failure regarding a $21 payment over 740 on my credit score, making me eligible for the BEST rates.
I am now at my wits end, and am actively seeking an attorney to hold them liable via the FCRA and for libel.
