Citi Card
Won't help a customer about interest rate and program

I spoke to a customer service rep who claimed she was a manager names Casey this morning and she was rude and told stories.
This company will not help me with the interest rate on my account nor with finding our what my rate and payment will be.
Customers are not paying their accounts and I am and they will not help me.
My husband is ill and I am trying to get help
I wrote to Citi card and the manager and no response
Please help me
