Refinance promised in 90 days still open after five months

We are going through a refinance right now, and our loan officer at Citi told us it would take up to 90 days. It has been almost 5 months and we still get no answers! They have given us several dates as to when the underwriter will get to the file, and nothing. We have asked to talk to a supervisor or manager and have had no response. They keep saying, "We are hoping the underwriter will get to your file next week," which they have said 10 times.

This is unacceptable. We would have chosen another bank if we had known this is how they would handle our business. I am shocked at how many complaints there are with the same situations. Could someone please help me get the contact information of a supervisor or manager in the Glendale, CA area for Citibank that I could call, and maybe then they will close our loan ASAP and honor their word?

I wish we had never chosen Citibank in the first place, but we have waited this long, so we are not sure what to do. Thanks!
