Account Blocked After Adding Card, Cannot Close Account

I have had a PayPal account for a couple of years now. I wanted to add a new card, and then the account got blocked and needed more identification. After I sent it, I got no feedback. Then I wanted to remove my card, which also could not be done!

At this stage I just want to close my PayPal account and open a brand new one, but this is also impossible!!! Can someone just get back to me or delete my account so I can start over!!!
