Express lane cashiers serve full carts, long wait to buy cigars

When I go to your Washington store at lunch time I go through the express 10 items or less. On at least 3 visits the cashier is ringing out a customer with full carts. I need to wait sometimes 15 to 20 minutes just to buy my cigars. When I ask someone else to get them i am told i must purchase tobacco thru that cashier
