Took money out of my account and has not returned money - Direct Tv Service

I recieved more than enough phone calls from direct tv salesperson offering a sales deal. When I finally said yes and installtion charge of 21.00 came up they took it from my card.installtion couldn't happen due to technical difficulties with satelite interferance. I called for my 20.00 and have never recieved it back. I don't care if it was 5 cents they ripped me off!
