Installation Charge Taken From Card and Never Refunded After Failed Install

I received more than enough phone calls from Direct TV salesperson offering a sales deal. When I finally said yes and installation charge of 21.00 came up they took it from my card. Installation couldn't happen due to technical difficulties with satellite interference. I called for my 20.00 and have never received it back. I don't care if it was 5 cents they ripped me off!
