Over Charged on moving charges, not given promised benefits

A bit before we moved, I contacted Direct TV about lowering our bill because we wouldn't be watching TV for a while. At that time, I was given a rundown of the benefits of moving with them (free move, free DVR full home upgrade, free NFL Sunday Ticket Max, etc.) They offered the option of suspending my bill for a month or 2 until we were ready to resume services, which I took them up on.
Fast forward to a month and a half later, we were moved and settled, and ready to resume services. Since we took them up on the offer to suspend service, they said that we no longer had a "good payment history, " even though this wasn't explained to us as a consequence. We have ALWAYS paid our bill on time.
Not only that, but they were giving us a "reduced rate" of $99 $19.95 for installation and delivery charges. On top of all that, they didn't even deliver anything. Everything we needed was already here! We had the box, and the dish was already there, and the guy didn't even have to install any extra wires or anything, because it was all there already there.
It has been a nightmare and a LOT of unnecessary time on the phone trying to get this straightened out, and these charges removed. If we weren't under contract, I would NOT continue service with them at all! I do not recommend them!
