Not as promised - Basic Cable

Time Warner Cable is horrible to deal with. I have talked to one person who has promised me one thing and another who says that's not possible. I ordered the basic cable package. On the telephone they informed me I would get about 70 channels with out the box, and when he came to install the cable he said we would get about 70 channels, which was exactly what I wanted. They came and installed it, it was working fine. I had channels 1-70 It was exactly what we had ordered. I wake up the next morning and go to watch something on channel 27.. Low and behold I suddenly do not have that channel. I don't have any channels past 24! I called and asked them about this and they tell me that the package we ordered only goes up to channel 24... And they can offer me an upgrade for an additional SEVENTY!!! ($70) Dollars a month! When I told him on the phone that this is ridiculous and you have to give me what TWC originally offered me he basically laughed at me and said too bad you don't get those channels, but I can send someone over if you want to pay another 70 bucks a month. I am so upset with dealing with TWC telling me one thing and doing another. I have tried to file a formal complaint with the company and cannot find a way to do so without feeling like I'm being laughed at or being told that I need to pay more and more money. I am at my wits end here and don't know what to do. They are obviously trying to screw us over...
