Double charged for air fare

Bob purchased airfare from Travelocity. On 8/31/08 Travelocity charged our account $7 processing fee. United Air charged $210 for the tickets on 9/01/08. On 10/12 United Air charged $15 for baggage and United Air also charged $78 for his air fare. On 10/15 United Air charged $15 for baggage and USAir also charged $15 for baggage. We were told we would be refunded one of the baggage fees (3 charges for only 1 reservation) and... When Bob arrived at the airport to depart, he was told he had not paid his ticket. It was United Air 01640689 that double charged him. The original travel plan was United Air 0167371497. He could not possibly have booked a flight without paying for it. Please get our $78 and $15 refunded. I have sent so many messages and only get an automated response. When I called, I was on hold for 22 minutes and then was told it would have to be forwarded to customer service. Which is the number I called! Help..
