Double charged for air fare

When Bob (spouse) went to the airport to travel, he was advised that he had not paid for his ticket. United Airline charged him for his flight to NJ. He had purchased his round trip ticket from FL to NJ through Travelocity. Our account was charged on 9/1/08 for $210. It was charged on 8/31/08 for $7 handling fee by Travelocity. It was charged on 10/15 by United for $15 (luggage) and by USAirways for $15 for (luggage) connecting flight. It was charged again on 10/12 by United $15 (luggage) and by United Air $78 for the flight (already paid!) Everything was sent to Travelocity 3 times. E-mails came from Monica P, Carol T, etc.incident # 081029-002135 (plus about 3 more numbers-they close them out without calling us!) We were told we should get $15 luggage fee and $78 flight fee back - so far... Nothing more than an acknowledgment that they received our paperwork. I spoke to "Jeff" on the phone. After almost 45 minutes... He told me he would have to send it on to customer service... No one has responded.
