Ripoff Will not exchange a 2 1/2 week old defective item

I bought a Rayobi (Big Mistake) Dual speed 1/2" Hammer Drill from The Home Depot In La Place, LA about 2 1/2 to 3 weeks ago and the thing as burnt out on me. Did I expect a new drill to do that? No. Did I keep the receipt? Maybe, I can't find it! Always happens that way. I can find a thousand other receipts though!

Anyways, I walk in to exchange the bad drill, Still in perfect cosmetic condition, with the case (nothing missing) and while standing under the sign that says "Returns without a receipt will be issued a store credit" the manager tells me that policy is to have it sent out for repair (NOT!) I use my tools every day and can not afford to buy new tools all the time which basically what I would have to do.

Well while waitng for the other woman to write me up a repair ticket, she can't figure out how to do it and she calls someone up on the phone and that person says that drills can not be sent out for repair and that I need to contact the manufacturer to have it repaired and all the while we are still standing by this sign. So I ask about it, she calls up the manager Jerry, and says something to him about it. He says, Oh, that doesn't apply to power tools. They have to be sent out.

So now where am I? At home with my drill complaining to whoever will listen because I called Home Office and they will do nothing for me.

Anyone have any advice? To me this seems like someone doesn't know their policies, and is giving me a run around because he was busy with other customers. Seems like they need more than one manager on duty at a time. Just My Opinion.
